With the premise that we have a two-tier government. First, that we are a Constitutional Republic foremost, with a Representative Democracy that is made up of the electorate (citizens). A Republic being a singular focus on the individual rights, never secondary to the collective or majority rights, resulting in a Democracy. 

In addition, free and fair elections promote the peaceful transfer of power, ensuring that there is continuity in the political system. This helps to prevent political instability and violence, which can lead to loss of life and property. When leaders are selected through a free and fair electoral process, they are more likely to be accepted by the population, reducing the likelihood of civil unrest and instability.
